CryptoLocker generated an RSA-2048 keypair on the operators own server and sent down only the public half. There was nothing on the victim machine to recover, because the other half had never been there.

What it added was a deadline. Seventy-two hours on a visible countdown, then the key is destroyed. Enough people missed it that the operators opened a second service which would sell the key back afterwards, at ten bitcoin instead of two.

Victims numbered somewhere around half a million. The share who paid was small, and Dell SecureWorks put it near 1.3%.

And the ones who paid got their files back. That was a business decision, not a courtesy. A decryptor that works is the only thing that makes the next victim pay.

Operation Tovar took the Gameover ZeuS infrastructure apart on 2 June 2014. Researchers at Fox-IT and FireEye came out of that seizure holding the private key database, and in August they put it behind a free public portal. Anyone still sitting on an encrypted disk could have their key for nothing.

Evgeniy Bogachev was indicted for it.
